Seismic design: read the code before you draw

In Algeria, RPA 99 version 2003 is not applied at the end of a study to validate a design already drawn. It shapes the structural approach from the first sketch, and that is where it costs least.

Algeria is divided into seismic zones, and most of the north of the country falls within the more exposed ones. The Algerian seismic code, RPA 99 in its 2003 version, governs how buildings are designed in that context. It is too often treated as a checking formality, when in fact it determines choices that become very expensive to revisit.

Regularity beats calculation

A regular building — in plan and in elevation — behaves predictably under earthquake loading. An irregular one concentrates forces wherever the geometry changes abruptly, and that concentration has to be compensated with material and with detailing.

The common irregularities are well known: a largely open ground floor beneath closed upper storeys, a break in the bracing system, a markedly asymmetric distribution of mass, a storey noticeably softer than the others. None is forbidden. All are paid for, in reinforcement, in thickness and in engineering time.

An irregularity settled at sketch stage is corrected with a pencil. The same irregularity discovered in the calculation is paid for in concrete.

Choose the bracing system early

Frames, shear walls, or a dual system: this choice governs the behaviour factor adopted, therefore the design seismic force, therefore the member sizes. It also governs the plan, since a shear wall cannot be moved like a partition. Fixing it early, with the architect, avoids discovering late that an attractive grid requires columns out of all proportion.

  • Seismic zone and importance class of the structure
  • Site conditions, with the geotechnical report available before sizing
  • Bracing system and the behaviour factor that goes with it
  • Regularity in plan and elevation; irregularities accepted and justified
  • Seismic joints between blocks that behave differently
  • Detailing: confinement at joints, lap lengths

The ground is not an assumption

How strongly ground motion is amplified depends heavily on site conditions. Sizing on an assumed soil and then finding, once the excavation is open, that reality differs, means redoing the foundations — sometimes the superstructure. Ground investigation is not a construction expense: it is design data, and it must come before sizing.

Detailing does the rest

A seismically designed structure is not simply one with more reinforcement. It is reinforced differently. Confinement of critical zones, closer stirrup spacing at the ends of columns and beams, treatment of the joints, lap lengths: it is these details that let the structure deform without failing.

They are also what is most easily lost between drawing and site, because they are tedious to build and invisible once poured. Which is why they are worth explaining on site rather than merely drawing.
